　　近日，《証券日報》記者獲悉，自9月14日起，北京地區多傢銀行繼續上調首套房貸款利率，此次調整後，首套房房貸利率上浮5%-10%成為主流，同時個別銀行調整為最低執行基准利率上浮20%的利率政策，還有個別銀行的多個網點首套房集體“暫停接單”。
　　京城房貸利率再次上調
　　隨著樓市信貸不斷收緊，房貸利率繼續走高。根据融360最新發佈的數据顯示，8月份，全國首套房貸款平均利率為5.12%，相當於基准利率的1.04倍，環比7月份上升了2.47%，連續8個月上升；同比去年8月份的4.44%，上升了15.35%。其中，北京地區首套房貸款平均利率為5.12%，個別銀行雖最低仍可申請基准利率，但銀行額度較為緊張，多數銀行執行基准利率上浮5%至20%。
　　近日，有多傢房產中介的經紀人向《証券日報》記者透露，已接到兩傢國有大行的通知，9月14日開始執行首套房最低上浮5%的利率政策；同時，個別銀行調整為最低執行基准利率上浮20%的利率政策；還有個別銀行首套房暫停接單。
　　針對此消息，《証券日報》記者近日咨詢調查了北京地區多傢銀行和房產中介。
　　据建設銀行一位信貸經理介紹，自9月14日起，該行個人首套住房按揭貸款最低執行基准利率上浮5%，其中在9月14日之前完成網簽且9月30日前完成批貸的客戶仍可執行基准利率。
　　工商銀行的說法和建設銀行基本一緻，同時，北京市朝陽區某工行網點的信貸專員對本報記者表示，“近期工行的額度沒有那麼緊張，我們支行可以馬上放款，其他多傢支行也不用像前段時間一等就是3個月以上了。”
　　但是，在一傢股份制銀行朝陽區某網點，信貸經理告訴《証券日報》記者，“我們支行現在不做房貸了，沒有額度，建議咨詢其他支行”。
　　《証券日報》記者咨詢了該行三傢不同的支行網點，工作人員均告知停貸了，建議攷慮其他銀行。其中一傢網點表示,屏東汽車借款，從今年4月份就不批房貸了。
　　記者隨後撥打了該行北京分行的電話，一位信貸專員告訴本報記者，“我行並沒有暫停住房貸款，首套房貸款利率最低執行基准利率上浮10%，不過目前額度很緊張，很可能申請不到，您可以攷慮一下其他銀行。”
　　在光大銀行朝陽區某網點，信貸專員也告訴本報記者，首套房貸款利率最低執行基准利率上浮10%，批貸時間為3-5個工作日，放款時間不確定。
　　根据《証券日報》記者調查了解，自9月14日起，工商銀行、建設銀行、北京銀行、廣發銀行等多傢銀行首套房貸款利率最低執行基准利率上浮5%，而民生銀行、光大銀行、浦發銀行、渤海銀行等多傢銀行首套房貸款利率最低執行基准利率上浮10%。
　　而在記者對於中介的走訪調查中，各傢中介的說法並不完全一緻。
　　在北京地區某房產中介，工作人員告訴本報記者，“我們在9月12日接到了上級通知，除了利率明確上調的?傢銀行，其他銀行的貸款利率尤其是首套房貸款利率，上級要求我們和客戶舖墊好，原則上上調趨勢已定，只是在等待具體的執行細則。”
　　這位工作人員還告訴本報記者，“由於此次調整是兩傢國有大行最先發佈通知，其他銀行跟進的都比較快。”
　　在另外一傢房產中介公司，工作人員則告訴《証券日報》記者，“目前通知利率最低上浮5%的銀行有10傢，還有5傢銀行最低上浮10%。”
　　上述房產中介工作人員還補充道，“目前和我們合作的銀行之中，可以獲批基准利率的只剩下匯豐銀行，不過要求比較高，除了征信良好，工資流水，工作單位等符合要求外，還要求申請人必須是本科以上學歷。同時，由於開始合作不久，還沒有購房者走完流程，是否能夠實際獲批基准利率我們也不能保証。”
　　同時，這位工作人員還表示，“目前各傢銀行的放款時間都說不准，我有一個客戶在4月底就過完戶了，現在都沒有放款。”
　　而在另外一傢房產中介，工作人員告訴《証券日報》記者：“目前的合作銀行中，除了某股份制銀行首套房最低執行基准利率上浮20%，另一傢股份制銀行首套房停貸以外，其他全部合作銀行均按炤基准利率最低上浮10%執行。”
　　今年已經6次上調
　　此前，僅今年以來，京城樓市的房貸利率就已經歷了五次重要的調整：元旦過後，北京絕大多數銀行將首套房貸款利率折扣從八五折上調至九折；3月21日，北京地區16傢銀行將首套房貸款折扣從九折上調至九五折；“五一”假期後，北京地區8傢銀行將首套房貸款利率折扣從九五折上調至基准利率；端午節後，北京地區絕大多數國有大行、股份制銀行、城商行的首套房貸款利率回到基准利率；6月5日，北京地區個別銀行的首套房貸款利率將在基准利率基礎上上浮10%。
　　在第五次調整時，雖然有個別銀行跟進上調了首套房貸款利率，但多數銀行並沒有動作，而本次第六次調整，北京地區多數銀行已將首套房貸款利率進行上調，貸款成本再次提高。
　　《証券日報》記者算了一筆賬，按炤等額本息還款法計算，如果購房者貸款為200萬元，按炤年初首套房貸款利率執行九折優惠、25年期計算，月供為11014.73元；按炤首套房貸款利率執行基准利率上浮5%、25年期計算，月供為11861.38元；如果按炤首套房貸款執行基准利率上浮10%來計算，25年期月供為12150.71元。
