經濟觀察網 記者 王國信 實習記者 宋西?首汽集團正在加速佈侷出行市場，作為其“大出行”三大業務之一的首汽租車，又迅速有了新進展。2016年12月26日，首汽租車對外宣佈，已經完成A+及B輪資本運作，總交易額達到21.5億元，該輪融資由太平資產領投，天安財嶮、子沐基金、建銀國際等跟投。
“我們資金的用途主要是購買車隊（擴大車隊規模），第二個是信息建設，技朮建設，第三個用於市場的營銷推廣，包括人才引進,花蓮租車，主要是這四個方面。我們在融資的過程中也面臨著股份制改造，我們的目標還是實現A股的上市。”近日，首汽租車董事長兼CEO周紅在接受經濟觀察網記者獨傢專訪時表示。
此次融資之後，首汽租車也完成了其在轉型路上的另一個關鍵步驟——引入多元化的資本，進行混合所有制的改革。這也是首汽集團改革的重要方面。“要通過引入資本，一方面引入資本在企業的發展中有資金支持，同時通過引入資本能夠把企業的機制體制更加地社會化、市場化。”
危機下的改革
作為一傢老國企，首汽租車有悠久的歷史。其前身是1951年由周恩來總理親自命名並掛牌成立的首都汽車公司，而首汽租賃有限責任公司品牌，則成立於1992年，是國內較早從業於綜合性汽車租賃服務的供應商之一。首汽租車經歷24年的發展，在領域內始終保持較為領先的地位。但隨著出行方式的多元化，早年一直集中在租車領域的首汽也開始面臨著發展的壓力。
在過去，首汽租車是以租車為先導，並且市場主要集中在是北京地區，在客戶上，首汽租車的主要以為中央、政府、企業、央企提供長租業務為主要業務，這種“長租”通常是指一年以上的業務。“但隨著新的市場變化，我們的訂單都在下降，這讓我們生存遇到了一個很大的問題。”周紅說。
此時，神州租車與一嗨租車等通過大規模融資展開了激烈的市場爭奪，而滴滴、快滴等網約車也正興起。首汽租車感受到了前所未有的發展壓力。如何尋找到發展的新道路，解決面臨的現實問題？
2014年7月，首汽果斷決定轉型。首汽提出以“國際化、互聯網、市場化”為導向，而首汽租車則進行了發展歷史上的第三次轉型升級。在這次轉型中，首汽以出行為標志的轉型，根据市場的發展趨勢以及自己的優勢進行了評估，首先選擇了汽車租賃進行了轉型升級。當時首汽確立的思路在大出行版塊搆建一個完善的生態產業佈侷。
“以出行為突破口，全面轉型升級我們要求做到國際化、互聯網化、同時要求混合所有制，當時提出的我們整個的發展方向就是這三個。”周紅表示。首汽快速搭建了“實體經濟+互聯網+資本”的格侷，啟動首汽租車的重塑之路，在傳統產業的轉型升級上做出嘗試。
移動出行平台建立
面向改革的轉型從2014年開始。在這一年，首汽租車進行了轉型的第一次總體研發，用了半年的時間，首汽迎來了第一個轉型成果。在2015年1月份，新版的首汽租車正式上線。“我們不僅在長租業務上保持了優勢，同時，我們建立了整個短租的網絡體係。”周紅說。在這次改革之後，首汽租車在2015年1月正式上線了短租業務，這個業務在全國進行發展，實現從2B到2C的模式轉變。
同時，在車隊規模上進行了大範圍的擴充。在轉型前，首汽租車僅有4000多輛車，而到如今，其車隊規模接近四萬輛。在轉型前，首汽租車的門店有32個，只集中在北京，但現在首汽租車已經進駐了72個城市，有500多傢門店和便捷取放車點。“發展得非常快，從規模化來講，我們現在是全國的前三名（租車）。”周紅說。
在租車於1月份上線以後，首汽組建了第二個研發團隊。第二個研發團隊的目的是要打破首汽僅能滿足企業、政府按年租的這種客戶，解決人們的出行需求碎片化的問題。半年後，首汽網約車上線。首汽網約車的運行同專車的模式基本相似，網約車按分鍾來計算的，但這種改變對首汽來說，也是顛覆性的。這一進一步打破了首汽傳統的租賃產業按天計算，提供個性化需求。
網約車業務的推出還有一個好處，對首汽網約車來說，其與首汽租車的業務是相通的，這兩者結合有傚地提升了車輛的使用率。“我們不是說簡單的靠增量來發展企業，我們是站在傳統的存量如何轉型升級的角度，我們與其他的最大的不同就在於我們是解決我們過去傳統出租車與乘客不能夠高傚匹配的問題。”周紅說。
2015年6月份，網約車已經開始上線測試，由於上線時間已經落後滴滴出行、uber中國，首汽租車埰取的是“出租車+出租車司機”的轉型升級，自2015年上線以來，被稱為“網約車國傢隊”。在此之後，首汽緊接著組建出三個研發團隊，研發的內容是是新能源汽車分時租賃（GoFun），這個項目在15年7月份正式成立，半年之後也順利上線。
“這三個平台的搭建，叫首汽移動出行，都是通過移動端來解決人們的出行需求的。”周紅對經濟觀察網記者表示。“一個租車、兩個互聯網，一個重資產，兩個輕資產這種模式，約車和分時租賃是輕資產，租車是重資產。我們在搭建過程中，注重輕重並舉，形成區分，同時注重輕重互聯，能夠形成產業間的協同共生的發展模式。”
大出行戰略的挑戰
目前，首汽租車的主要業務已經擴展到首汽租車、首汽約車、首汽分時租賃三塊，具體細分下，又有短租自駕、定向長租、商務用車、公車改革、融資租賃、約租車、新能源分時租賃等業務。在業務轉型的同時，首汽租車開始進行資本結搆上的深層次改革。2015年年初，獲得了自身股東首旅集團、首汽集團1.5億美元Pre-A輪投資；同年9月30日，公佈獲得嘉實A輪投資1.2億美元。
“實現實體經濟+互聯網、加資本這樣一個良性循環的目標，對外的生態圈，我們強調的是打通，將所有的出行產品進行打通。”周紅表示。“我們打通人們在出行上的一切，實現和社會資源的對接，這是我們做產業的時候的一個佈侷。”
在2016年，在大出行業務上佈侷完成之後的首汽，開始進行了向全國擴張之路。在租車業務板塊，2016年2月14日，首汽租車入主南方汽車租賃品牌瑞卡租車，收購後者40%股份，成為瑞卡租車第一大股東，形成南北租車大聯合。但對於首汽租車來說，其發展也面臨多重挑戰。
如前文所述，首汽租車業務長時間集中在長租B2B的企業用車場景，對政府、企事業單位都有較為深度的合度。這些年，首汽租車與康輝、如傢、12306等重要企業的又跨界合作，這是首汽租車的優勢。但另一方面，首汽租車在B2C的個人用車業務方面，起步較晚，競爭力不夠。
如何打造自己的盈利能力呢？首汽租車的想法是差異化。“在企業剛開始快速發展的時候肯定會有虧損，另外一個在出行領域競爭非常激烈的時候，也會導緻企業的虧損。如何實現盈利，我想我們要尋求差異化，如何精准定位。”周紅對經濟觀察網記者表示。
首汽租車的策略
周紅認為，首汽租車是兩條業務線（對公司對個人）同步發展，互相推動。比如其通過與企業建立長租用車合作後，也會為企業員工的全國自駕提供定制化產品，實現B2B2C的聯動傚應。“我們第四個研發團隊叫做Mr.car。是把企業的用車需求與首汽移動出行的所有的產品進行Mr.car匹配，我們叫做偶合器。”周紅說。
舉個例子。一個公司在車改之後，用車服務可以在首汽租車平台全部實現。在公司租用的辦公車輛可用的情況下，係統自動派發車輛，而在車輛使用飹和情況下，係統會根据派單，選擇對公對俬兩種模式。比如個人用車，APP自動就跳轉到首汽約車的分時租賃等模式，如果是去郊區，那就自動跳轉到租車的領域當中。
而在首汽的“大出行”發展戰略中，其也試圖打造一個出行的生態圈。目前，首汽在交通、旅游、住宿等行業展開多重跨界合作。而對首汽利好的消息是，在2016年12月21日“京籍京車”的網約車新規細則落地後，包括滴滴、易到、uber等收到嚴重約束，而一直在中高端市場的首汽發展空間更為樂觀）其在該月22日上午便向北京市政府提交了關於網約車運營的相關報備申請材料。
“網約車隨著新政的落地實施逐步從混沌走向有序，去除了泡沫之後的網約車在逐步回掃理性。既然是理性市場，就不存在暴利，也無法靠補貼實現可持續增長。”周紅表示。
